Why? You say you want to plan out and make a build from the start.
The thing is, this is simply not possible with the old system. If you planned out a build for cleave with the crimson rune for example, that's all fine on paper.
In the game however, who says you'll actually find a crimson rune fast? Maybe you won't find a crimson rune until level 40, there goes your idea of 'having a certain build from the start'.
I'll admit, I was under the impression that the rank 1 runes would drop almost as frequently as chipped gems. There was no reason for them not to, really. For a rank 1 (out of 7) rune to drop at level 40 makes *no sense at all*.
So that's the gripe, really. They advertised 7 ranks of skill rune, and said each rune would work with any skill. Including the lowest possible level skill. So it would make sense that the weakest rank rune would drop early if not frequently.
It's all a moot point, though...and just talking about what-never-will-be makes me a little sad. You've made me a little sad, Tagek. Hope you're proud.

Yes maybe the lower ranks do, but why would you use a low rank of 1 rune when you have a much higher rank of another? It just makes for a very non-sensical build.

...You know, Charan would LOVE Flicker Strike, but he hasn't found it yet. I figure it's a relatively high level gem, so I can wait. He's still doing his thing until then.
No skill gem I haven't found yet is *integral* to any of my builds. I hope that makes sense...

You'll find plenty of great arguments against PoE in the beta feedback forum. ArcieM produced a WICKED one that I've yet to complete my response to. It's that hardcore. Seriously.
I view this forum as the first-stop for people wondering 'why PoE?'
Solid arguments against it are probably not as conducive for further interest as solid arguments for it.
But don't doubt for a second I couldn't argue reasonably against PoE. I'd just have to shift gears.

It's actually a pretty low level gem, I have found it plenty of times.
And I understand what you mean, but you said plenty of times that you like to plan out builds and play the way you want to. Which again, with the old rune system, was pretty nonsensical.
