The word doesn't matter, it's all about coding. There was no effectiveness code in the item up until now. They can't change a numerical value that never existed. Life leech applies instantly (100% of the time). Life leech applies 60% of the time now (GGG's version). Both EXACTLY the same mod, just using different wording and percents. Before there was no effectiveness modifier at all. It's a brand new mod. Deal with it. GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.
