There is no '100% effectiveness' mod or number on old Acuity. The 60% effectiveness mod is new and thus there are no legacy Acuities.

Life leech applies instantly is another way of saying life leech applies 100% of the time. In technical terms ofcourse. Which is still numerical.

Yes, it's another way of saying it, but it wasn't coded into the item as 'life leech effectiveness = 100%'. That effectiveness mod is brand new in 1.3.0.
