Based on the sudden upsurge in EX price, the bots must be back. Its not like fractured blueprints went away.

Bots not going away doesn't mean major botting sites where people pay for access (I had no idea these even existed until I searched) were frantically trying to get them working again. " The bots being broken is only heresay to you. Unless bot makers made fake sites and had fake posts complaining about their fake bots being fake broken, which seems like a lot of work for misinformation, at least some of the botting programs were broken at the start of the league its a fact to me.
