The key weakness of evasion / dodge is big hits that get through. If you can get to 50% block, then you can double it, reduce all blockable damage to 50%, and cut down the frequency of one-shots that make it through evasion / acro.

You can't even use this with acrobatics, because of the 30% block debuff, from the keystone. And that you'd need to travel across the skill-tree to get both at the same time.

To make it worth getting both dodge and block you'd need very specific uniques to avoid the debuff, and even then all that's doing is giving you an extra 'chance' to not die.

Since, block is capped at 75%.

You are still going to get one-shot from blockable damage.

Also, ignores the fact that you need to invest into spell block to make this node even remotely worth it. As spells tend to be what kills most people.

Way too many negatives, with this node.

Alternatively, if you get a huge armor total then if all hits are knocked down by 50% that gives you a better likelihood of shrugging off a lot of damage. Can you imagine Juggernauts with unbreakable, tons of armor, and this node?

Reducing the volatility of incoming damage has a lot of value in a game where spike damage is the biggest concern; this seems highly likely to be abusable in one way or another.

You already have RF Guardians with 16k ES with 87k Armor and 75% block without this node.

If you want to be really unkillable. You shouldn't be playing a juggernaut.

70% * 75% = 52.5%

2 * 52.5% = 105%

... which means you can hit 100% glancing blows.

As for the guardian build, that's pretty insane. I didn't know they were that good (seen no builds online, only play solo, never played guardian).

The "glancing blows" passive doesn't play nice with ES, though, as you want to block all damage frequently so ES recharge can activate on a more frequent basis. If you have an example of a life build that's basically unkillable, then that would be interesting to know about.
Now that prestige classes will finally leave lab in 4.0, will GGG get it right this time or will they find new ways to repeat old mistakes?

You can use this node and Acrobatics. Acrobatics reduces block chance, not maximum block chance, so if you can get 54% base block chance, you can be block capped even after Acrobatics with Glancing Blows.

GB actually makes this less likely as long as the hit is less than twice your effective life.

That may be why it's gated behind a rare and expensive unique item. This is also the general concept of Keystones, specialist nodes taken by specific builds designed to take advantage of them, not just anyone who happens to be in the neighborhood.

As the passive is written now, maximum block chance still applies, so that wouldn't work. It would be really interesting if the final version removed max block chance though.

You're probably right. I figured "double" meant literally "double", at least up to 100%. But, the description doesn't clarify either way. My guess is that a global maximum on block doesn't get set aside for glancing blows, if I was to place a bet.

Still, there's likely to be a subset of life-based builds for which this is really appealing, as you can you can max out glancing blows for less investment than max block (leaving more passives free), and then you can aim to keep other sustain sources ahead of a steadier, more predictable flow of incoming damage.

Keeping average incoming damage the same while reducing volatility is a "net win" for players.

What gives you that idea? They're minions, minions have HP. Not being targetable normally doesn't make them not have HP.
