Incursion Skill Gems

Concerning "Avatar of Fire-Hit", Elemental Hit says "It will avoid choosing the same element twice in a row".
Will this in any way affect Avatar of Fire, since you would only deal fire damage then?
If not, I expect some kind of Nerf to this interaction...

I'm UTTERLY confused, how are you NERFING skills that finally managed to stand out a bit and be decent to play , while keeping arc stupidly OP like it's no problem whatsoever ? Are you even serious ... Incinerate got nerfed , vaal glacial hammer , double strike ( i mean who's ever played that skill ... now that the vaal version was cool and worth trying out BOOM nerf hammer before the league even started..) , cold snap got nerfed too! I'm calling it right now, people will be playing arc traps/mines/totems or self cast,GG and the market will be AWFUL.

This is extremely important with little or no information on it, especially considering there are some funky interactions between skills and supports (like with Decay Support) where the tags of the skill can affect the tags of the support. So, in short:

Are the 2 skills gained from Vaal gems treated as separate gems with separate support setups, or will they affect each other in any way (aside from sharing level and quality stats)?

Using Vaal Orb on, for example, on Lvl20 Arc +20Quality will make it:
a/ 100% chance to turn it in to a Vaal Arc (and possible make it a lvl21 gem)
b/ Or: only has chance to either turn it in to the Vaal Arc or a normal corrupted lvl21 Arc
