Remove the chaos res penalty.
remove chaos resistance penalties,remove chaos resistances from rare gear, add them into some sort of build defining uniques,or uniques as unique modifier. Rework Shevrone to give chaos resistances on low life,and double damage dealt to you while not on low life, instead that CI wanna be mod.

The solution is simple, include Chaos Resistance in the "Diamond Skin" resistance nodes (15% to ALL resistances) isn't "truly" "all" by any means when it's not even effecting 1 of the major resistances of the 4 applicable.

Imo that happened couse they didnt know what to do with CI, so they buffed chaos dmg. really lame.

This is what I said WAY back when the patch notes for OB were released. Although, just so everyone is aware this just means having your chaos resists be 0. Which is pretty easy to get. |

The way i would change chaos resists:
In normal you have 30% chaos resist (you are human after all) In cruel 10% and in merciless -30% and increase the chaos damage the monsters deal by around 25-40%. This way getting chaos resists early on would have more effect (from 30 to 40 is more effective than from 0 to 10) It would help ES based characters early on to itemize against chaos damage and align it more with the other elemental resists(most players have 30+ all resists In the endgame with 3 almost perfect chaos res affixes(hard to get) you would be at 50% resist(75% if you took 2-3 chaos res nodes, similar to two 40% mods of another res combined with allres. I don't think that chaos resistances on magic/rare gear bring anything into the game unless soft capped at 20%-30% withsanely achievable -10% - 0% Now you can have like 75% with int classes and around 30-40% with any other. They bring nothing in long run and make chaos damage moot. They ruin low life build mechanics. The only purposethey serve is excuse to take CI short term(well sorta you need still 6-8k ES to compete with life or life/ES builds on same terms), and make it really joke of no benefit long term. Well, back in CB, Chaos had a very specific identity. Now ? It's a sort of elemental damage with lower resists on gear and coincidental side effects on some skills. It really feels like a lopsided mechanism.
