SotS is reduced fishing quantity, that's its downside, otherwise it would be way too OP. The concern is that people have been using IIQ gem to get around it, because IIQ and IFQ were able to stack. Without IIQ, the reduced fish quantity on SotS has become a much larger drawback, making it an inadvertant nerf.

I don't think it can be done. I sank about 50ex worth of chances into my old rod before I gave up on turning it into SotS. I think if it can be made, it's probably through a recipe, though I don't claim to have any knowledge of what that recipe may be, if indeed it exists at all.

I tried fishing in WoW, one weekly hour max, never liked it,

You're kidding right? Chris even went to far as to post a screenshot of himself bow fishing just to show it was possible at the time, though there are rumors that bow fishing has since been removed.
