I'm pretty sure burning sourced from a trap (e.g. bear with added fire, or fire trap) proliferates if you have the proliferate gem. And it can crit, and ignite.
For those thinking this sword won't do much or even be considered end-game viable...think again.
Aside from the attack gem + Fire Penetration + Chance to Ignite + Increased Burning Damage combo mentioned earlier, you have fire damage and burning damage nodes on the passive tree. Combine all of that into a dual curse build with Flammability and Vulnerability, and you're going to see monster packs fall rather quickly to burn. Probably more quickly than Discharge burning if specced properly
With the skill gem combination, if you don't want the leech gems, you can always add Increased Critical Strikes + Damage and make a critical variant to make those burning numbers skyrocket even higher.
Please run the math first (I would but I shouldn't even be posting right now if you catch my drift).
Let's try to run some quick numbers.
Spoiler
The sword screenshot we were provided with does 52-81 damage at 20% quality, which will get converted into fire damage. Heavy Strike does a 50% damage multiplier, turning that damage into roughly 78-121. With 26 skill points and going a bit of a glass cannon (though not wholly necessary at a low level) you can get +72% fire damage and +80% burning damage starting as a Witch. This should theoretically (if my calculations are correct) turn that into:
134-208 attack damage
320-497 burn damage
201-312 critical damage
480-746 critical burn damage
These numbers assume your target has 0 fire resistance.
Now, let's assume that at such a level, you're able to get a level 1 Flammability and a level 1 Vulnerability on the target and have access to a Tabula Rasa to do Heavy Strike + Burning Damage + Fire Penetration + Proliferation + Chance to Ignite + Weapon Elemental Damage, so let's throw these into the calculation at level 1.
Flammability = -30% fire resistance
Vulnerability = +40% damage over time
Increased Burning Damage = +40% burn damage
Fire Penetration = -16% fire resistance
Weapon Elemental Damage = +61% elemental damage
Flammability = +10% ignite
Chance to Ignite = +25% ignite
Total ignite chance: 65%
Total resistance reduction: 46%
Total burn damage increase: 160%
Base damage increase: 61% raw, 107% theoretical
Now, to re-run the above numbers with these new modifiers in place:
215-334 new base attack damage
313-487 damage against a -46% resistance target
322-501 new base critical damage
470-731 critical damage against a -46% resistance target
743-1154 normal burn damage
1081-1683 burn damage against a -46% resistance target
1113-1731 critical burn damage
1625-2527 critical burn damage against a -46% resistance target
To further make these numbers explode? Global critical strike chance/multiplier, elemental damage with weapons, added fire damage modifiers, Anger...yeah. Massive potential to be mean if you can work out your survivability since chances are you'll be running in to get a hit for igniting, then ducking out of combat. As such, tanky summons will probably be a necessity.
Now the MAIN question to ask here to see if this can be as mean as estimated...does the "100% faster burn" mean they burn for the full 4/3 burn damage over 2 seconds? Say if you get the max possible critical hit on these numbers at 731 damage and inflict burn, would it cause that full 2533 burn damage over 2 seconds?[/spolier]
If the name of the godess is Amaterasu (wich make sense for a fire base item) the Goddess Unleashed could be nickname Yatagarasu (the envoy of Amaterasu).
This, combine with Infernal Mantle, would be awesome.

The burn damage is doubled at the cost of half duration, yes.
So it is kinda end-game viable, though you don't get the benefit of a shield which can sting a bit.
Can we hope that your unique will be in 11.4 and be the one with a vendor recipie? If it did have a recipie I think it would have to include the Goddess Bound, if so then that would be a fun thing to do, trade one sword plus what ever else the recipie calls for for another at a point that the first starts to lose it's usefulness.
