My educated guess is that one or more of the uniques will circumvent a core game mechanic that is normally a limiting factor in build creation, in such a way as to make new overpowered builds... or just improve any current CI build.

Finally got my hands on Goddess Bound for 2 chaos, I'm wondering now how your new sword would work with cloak of flame. It has that +30% fire damage bonus which would just be 30% more damage since all your damage is fire and the longer burn duration so long burning faster as well as an extra 10% ignition chance, I look forward to pairing those items to see the result. Expecting a magnificent inferno.

Ah, I must have misread, thanks for that, might have to rethink using it then. I was darting back and forth between the infernal mantle and the cloak and flames and they must have blended together.

Not yet, no. Because it's degen/DoT, rather than actual damage, and damage modifiers can't apply to those.

If you're got 75% fire res, it's a pseudo 15% damage reduction, which is definitely useful. Additionally, if you run Arctic Armour then both the phys damage taken and fire damage taken get reduced separately. If you have Armour on other gear it's really powerful.

I specifically stated that the conversion doesn't make up for it, I never said it isn't useful.
Thing is that you're already giving up a shield slot with this sword. If you give up the chest piece as well, not only are you losing out on a trememndous amount of armour (since most armour is gotten from the shield and chestpiece), you're also losing out on two life rolls.
Even if you get Grace+Determination+Iron Reflexes it doesn't make up for the health and armour loss. For a ranged attacker that amount of armour would be fine. But this is a melee build.
As for Arctic Armour, you pretty much have to get Eldritch Battery to make it work, which is both skill point and gear intensive since you want some ES.
