Let's see how long it takes people to figure out that some jackass public players porting to town 5x and ruining their rare map isn't going to be good times. Or just well meaning players who aren't geared enough to do it.
Good maps will definitely not be open invite, as people will only need burned once or twice to learn.
Add in that your chance of getting a new map within a map doesn't increase with additional public players... you will only do maps with people you know and trust.
I've seen other games (Hellgate) that used a similiar but much simpler system to unlock maps. It was a mess there too. There it was just an item drop to unlock an instance. People would make 4 player teams where everyone had an item and would use it in turn. About a million times someone would use the party for 2-3 instances then bail. At least there your instance wasn't ruined by the portals counting down or people ninja looting your good drops.
My idea was not that you have a public party open while your on your map.
More that there is a gathering phase before it. Through the public party system interested people can apply for a map (lvl requirements can be put in the party name) and then discuss whether or not they actually join the party.
And I think in many cases the map owner will either want the other partymembers to contribute to the map, or even pay with orbs to be let in. Once all is settled, the party is made private and everybody goes in. But public parties can help make the arrangements without spamming global chat.
And then of course there will be guilds, where map sharing will be quite mandatory I guess.

Most excellent! This is pretty much what I thought it should be, but I feared that it wouldn't be implemented because of possible balance reasons and such. Clearly, I forgot that GGG are awesome and the randomness of the crafting system already nicely addresses many balance issues. Looking forward to the patch, though I'll be very disappointed if there isn't a Secret Kiwi Level map to be found...

Sounds like a great idea, like so many of this game's systems.
What is the estimate for when players will be able to work toward a max 100 level. Seems the monsters levels are topping out at 60, and potentially up to 70 or so using the maps?

Probably when Act 3 is added and the fourth difficulty removed. This will be the final content for open beta, and will require level scaling to be redone.
Closed Beta/Alpha Tester back after a 10-year hiatus.

Please enable map drops for all levels of play, I don't care if the maps take a hit in the quality of items / difficultly of monsters but please it would make low level play much more fun.
