This could be huge buff for staff crit builds? Since staff users get endu charges on crit from passive. Use this every ? seconds to keep it up.
That is the way, buff melee instead of nerf things over and over again.

You don't need endurance charges to keep the buff up: 4 seconds Vigilant Strike cooldown with 8 seconds Fortify (base) duration.
Crit happens.
Hmmm, so I bypass the cooldown for a skill that gives me a temporary dmg reduction buff by using the charges that give me a temporary dmg reduction buff? It seems just like an Enduring Cry + damage to me. I really don't know if that makes much sense
