its with chests that have fractured mod, and when u open the wrong they drop nothing (and other 2 disappear), but if you open the right they drop stack of mirror's

you mean like crown of eyes?

crown of eyes changes spellpower to attack power (regardless if you are bow or melee)

so this quiver is the opposite and much much more restricted.

No, its not like crown of eyes at all.
More like melee attacks with a wand. Would such a wand be quirky and VERY creative?

Crown of eyes changes a spellcasting stat to attack stat
Quiver changes a ranged attack stat to global stat.

They are exactly the same.


As for more pinpoint example:

Full spellcasting passives, pure spellcasting wand, crown of eyes:
Frenzy attack build.
