you mean like crown of eyes?
crown of eyes changes spellpower to attack power (regardless if you are bow or melee)
so this quiver is the opposite and much much more restricted.

There is pretty much no reason to use this quiver on a caster. A shield allows you to use a useful weapon (bows don't roll Spell Damage, wands and daggers do), gets you better defensive stats (%Block :/ ), and more Increased Damage if you get a half-decent roll.

Which... Uses Attacks mainly, because how else are you going to trigger CoC. Hardly a Caster build.
