I'm not sure how to explain this effectively, but local crit chance will affect the base crit chance (listed on weapon/spells). Global crit chance will then multiply the bass crit chance. So if Fireball is 6% crit, and a 200% increased global crit chance will give you 18% crit. Though if you reduce crit chance by 60%, then you're only left with around 2% base crit on fireball...

At least that's how I interpret the amulet's effects.

the crit multi just isnt good enough, a top tier ammy gives you 70 cap? a level 40 amm can give you 50, that ammy is giving call it 9 nodes worth of multi with enormous drawbacks, even with the luckycrit ring and diamond flasks i cant see it working.
i think i could make it work with my build. as long as overcapping 60% is the way to negotiate the drawback?!
