I fixed this issue today... it wasn't easy. Details in this forum post:

TLDR:
1) Cleaned all software bloat on machine including old games
2) Un-installed PoE2 (uninstall doesnt remove config files remove them too)
--- friend of mine in SW industry said if game was rushed the patching could have borked the client and do a fresh install from Steam
3) Uninstalled Nvidia drivers but then windows put default one on
4) Did a CLEAN install of latest nvidia drivers (not express! use custom - clean option)
5) DDR5 was showing 4800 speed. XMP/EXPO not enabled in BIOS.

6) Re-installed PoE2
---However I forgot to remove the config files as the uninstaller doesnt remove them so I booted and used Vulkan all day (I had tried Vulkan past 3 days but it did nothing). I was so happy to play without crashes I havent dared try to go back to DX12. Will try it tomorrow.
Ran all day without a single crash between loading screens, maps or anything. Even my Monk blasting frost didn't cause a single lockup either.

I played for 5+ hours without a single incident. I couldn't run 30 minutes without a crash before. Placebo.... Get bent.

Currently trying POE-Uncrasher, so far it got me passed the character selection which has been plaguing me for a few hours today.
After playing with Processor Lasso settings, I did manage to have POE terminate the process after 5 seconds of freezing up, atleast allowing me to restart POE2 without a hard PC reset, but today I kept crashing after character selection and couldn't even get into the game.

This just shows you do not understand the issue. The operating system is freezing because POE is taking all available cores at full capacity, not leaving any resources for windows, which is causing OS crashes among win 10, win 11, and linux users.
We aren't in the era of Windows 3.1 and cooperative multitasking, where a process would hog a CPU until it decided to release it. Modern operating systems are built on preemptive multitasking, where the kernel perform task switching at any time on the threads of a process, to run whatever it wants on the CPU cores.
Yes, the threads are probably all spinning within the kernel (after a syscall), and for some reason, Windows isn't preempting them (possibly because the calls are supposed to return promptly, and yet they don't somehow). PoE might be doing something wrong, but there's still a bug in Windows.
(The Linux users who know their way around were able to kill the process, it didn't freeze their OS)
If I ever get a PoE 2 freeze on my box (Linux), I'll trace what's happening, it might perhaps give a tiny bit of insight... or even a solution: what syscalls lead to the situation, which means we could install a proxy DLL around the problematic calls to serialize them, or such.
This is pedantry
So in recent history:
99.99% of games doesnt freeze windows
one game (two actually poe1 and 2) freezes windows frequently and predictably
No one is arguing the imperfection of windows, it is however expected for a game, out of thousands that do work, to work (like its peers) within its limits.
This concept is embedded in our comments when we say this isnt a windows issue.

You didn't fix anything, 5h is nothing.
It's completely random and can run few days correctly then start to crash every 5 min.
As the bug is random and there's inevitably a moment when it works longer than others, and since you spend your time changing everything, inevitably, as soon as the game is in its phase where it works, you'll think it's because of what you did last.
Look at the list of all the people who found a so-called fix and the game supposedly works since then, you'll see that all the solutions have nothing to do with each other.

Just adding my experience. Like many others here, my CPU usage is skyrocketing to 100% and causing hard freezes.
Have tried CPU lasso, vulkan, etc. Reinstalled windows. Sometimes I can play for 10 maps. Sometimes I hard-lock multiple times within one map.
9800x3d/3070. Nothing odd, no overclocking. Worried about my PC health if I need to hard reboot many more times.
Even when I can get to task manager/cpu lasso/temp monitoring hubs, it shows 95%+ CPU usage, even if frozen for multiple minutes. Quite strange.

Stop trying to troubleshoot the issue. They have employees that get paid for this work. You are giving them your money and now you are giving them your time. Remember your time is valuable. Path of Exile is what you do after work.

Yeah you didn't fix anything.
The only thing that works is uchecking 2+ cores in affinity. It will still freeze but when it does its just the game not your whole pc and you can close it or switch priority to realtime and back to push it through the loading screen its stuck on.
Kapps has a tool/mod thing out that does this automatically, which is an embarrassment to GGG pretty much that some guy has a working fix out and they dont...

Park the Game into the last 4 CPU cores if it crashes it doenst freeze your whole pc.
also when giving 6 cores it ill only utilize 2 cores. Multitreading my ass. it only knows how to perma 100% lock 4 cores to the max.
