PoB returning 'Account profile is private'

I have been using Path of Building Community Fork for quite some time now. It's updated to 3.25. I replaced the # in my new name with the ASCII code %23. I have made sure my privacy settings are public (no boxes checked).

I tried to import my current build into POB. It took my username ok with the change from # to %23. But when I entered the name of the character to import (AAA_WitchJusMessin) and clicked to import "Passive Tree and Jewels" I got the following message:

Error importing character data, try again (Response code: 403)

Not real sure what the problem is. I am a retired programmer, so I know how to find errors if I have the code to search, but I don't have the time to look it up myself.

Please help.
