They make this game into twitch-bait for streamers. It started out as a nice Diablo 2 alternative, but the mudflation ran away with the meta, and now, the only possible way to make things challenging is to turn the game into one-shot-land - which is also why tanks are not, and will never be very good compared to other classes.
The power creep is so extreme and out of control that GGG is trapped. The bosses literally have to take you out on one hit, or you will be invulnerable. Naturally, when this situation becomes the standard situation, and a "tank" can't tank, you lose the reason to play them instead of a high damage ranged character.
Melee is SSF - expensive and difficult - an option for masochists.

I was also told that chaos resistance is nice to have, but it seems mandatory now.
i think it's been mandatory for a while. but yes, some of the mobs are using caustic arrow, and before i got some chaos resist, my 7k ES character was getting nuked by some mobs. and especially by that atlas boss with the snakes.

I glanced at your character and your problem is fairly simple. You just need to ditch some of the worse uniques and streamline the character a little here are some suggestions / things you need to deal with.
three dragons needs to go, fossil craft a -9 enemy lightning res helmet with some life on it.
soul tether needs to go, you aren't a cyclone 7k life slayer starting with your ES at 0 for a tiny gain isn't worth it. Go for either a well rolled leather, stygian vise or crystal belt depending on what you have access to.
Tbh i'd ditch queens hunger as well and get a temple chest with a prefix open and put 10% of your life as extra ES on it, preferably with chaos resist or some big resists as well.
Ditch ice golem for stone golem, 150% crit chance for spells sounds amazing but 500hp/s regen is your defence against degens pretty much and in budgetary terms 150 crit is vastly easier to get off gear than like 10% regen, especially if you use a diamond flask the grand cheeser in the sky.
Flasks are good no problems there. Tbh if you get yourself up to 5-6k life and 3-4k es with some chaos res you should have no problems and that is very achievable even on a budget.
So the mid-budget tier of the listed build isn't able to do red tier at all? Build states that three dragons is supposed to be worn throughout even the highest tier content.
Quote from the build guide: "This build revolves around Three Dragons to freeze with Arc, giving another defensive layer and enabling Herald of Ice's explosions. It also allows us to use any source of Lightning Penetration to full effect and comes with lots of resistances, but lacks Life and ES.
There's no way around this unique, fortunately it's also very common and thus cheap."
Coming from someone between beginner and intermediate experience, the worst thing to hear (and this is the second time hearing this in my playing this game), is that the build guide you're following is wrong. How is a new player supposed to get anywhere when they can't trust what they read?

The variation in builds is so high that to challenge the top ... not even 1%, but the top 10%, you have to make the game VERY, VERY hard, for the next 40%, and flat out impossible for the bottom 50%.
I dont know though, who wants to beat an easy game?

Idk if it's been fixed yet, but there's a known bug where metamorph bosses can't be frozen.
Most build guides are rough sketches of a set of synergies from gear and skills. It's up to you to open up Path of Building and look at where you're at vs. where you need to be. I can't recommend this enough. Looking at the actual numbers in a setting where you can try different unique items, create hypothetical crafted items and jewels/gems, and apply temporary buffs or certain boss conditions is a MUST.
Builds like yours (Enki's Arc Witch) have been staple archetypes for literal years, and while the gear and flavour might shift or drift around, the basic synergies are still there: abuse EE, shoot shit around corners, apply ailments for self-defence. It's been a budget league starter choice for many many leagues.
One thing that keeps it "budget" is using cheap uniques to abuse EE and spread ailments. The problem with uniques - you might have already guessed - is they usually have garbage defensive stats. Many have no HP, tiny or absent resists, laughable armour/ES, no phys reduction, etc.
Graduating from cheap to Champ means spending some time in PoB and figuring out what you need most. HP? look for crafted rare gear with life, element and chaos resist, flat or % element damage to spells, etc. Good end-game gear will cost a LOT, so knowing exactly what you need and how much you can afford to grind up is MANDATORY.
Think outside the box - if you can't deal with chaos, consider going CI and work around that instead of mixed. If you have no issues with chaos but maim/bleed/blind/etc are an issue, invest in move speed, corrupted jewels, phys reduction, and upgrade your Pantheon. Low damage? Consider adding wrath, hatred, or HoI in an essence worm, or fossil crafting a double Element damage belt. Squishy? Perhaps it's time to respec into Golementalist... you get the pic.
Try before you buy...Path of Building.

Alright, thanks for your help! :)
I really don't think Three Dragons is going to be something I can get around though. So many things are built around the freeze. If I change it I'd have to throw away herald of Ice. I can't deny it's hampering damage/survival, though.

one helm isn't going to make or break your build , if you think you need to keep tree dragons then look to your other gear and switch them up to get the def and life you need.

1. You are attempting content too high for your character. You are not supposed to run T13+ on level 88.
2. Your character is glass with no defenses (typically it is called glass cannot but you don't have damage so it is just glass).
Cap of this character is T10 maps.
I was thinking exactly the same thing couple days ago. This is just a 'glass'. no cannon just a big o glass. I am also running this build. It is lacking both dps and defense.
