I am hoping that GGG will announce the application of their fix very soon.
I wouldn't expect a patch before Friday. GGG staff just returned from holiday. If the fix was a matter of 1-2 days of work, they would release it earlier.
I'm not sure is it worth to return to the league at this point, definitely not if you wanted fresh economy or to be the first to try anything. It's been a month.

I gave up yesterday and updated to windows 10, the game now barely uses 3.5GB Ram (played 4hrs) and frametime is 3ms lower and very smooth. Took a lot of time to cut all crap from the system and making it boot at 1GB.

In Announcements they imply (but don't actually say) a fix is coming. New Patch notes tomorrow. I hope so.

Thanks for the update.
Even though this is relatively good news, I am always an advocate for reading-between-the-lines when analyzing information.
And speaking of analyzing information, after I finished reading this recent Announcement topic, I have extracted the following information from GGG's staff post:

GGG has not stated that they have resolved the game-breaking issue as of yet within their list of resolved issues.
That specific detail leads me to believe that GGG's fix for the game-breaking issue will not be applied within the upcoming hotfix, but rather within the main patch of 3.9.2.

Of course, this conclusion is only one possible result for the future, which could change at any given moment based upon GGG's caliber of skills at pursuing and resolving the current issues at hand.
We will now see what GGG can truly do when put to the test~
game is still using to much ram on win 7 till it slows down the whole system and has to be hard closed.
