Game unplayable since patch 3.9.0e? for Win7 users (FPS issue) STILL A PROBLEM AFTER 3.9.1b :(

The 3.9.1b patch did not fix the problem.
!! 8th of January 2020 STILL A PROBLEM, PLEASE FIX !!

A LOT of people are reporting this problem in the technical forum instead of the bug forum so you might not be fully aware that A LOT of players are affected by this:

Screenshot of Bug ID and FPS:

The game runs well until it suddenly drops to permament <10 fps no matter where you go or what you do.

This problem can be recreated almost everywhere, even just spamming skills in your hideout, usually starts about 5 minutes in the game.
The best way to recreate is also to play for 5minutes and then open up the passive skilltree, that almost certainly will trigger the FPS drop.

FPS drops from 80 to 8 and stays there no matter what you do (changing zones does nothing), it also lags my entire PC, there is definitely some hidden performance drain goin on.

Restarting the game immediatly fixes the issue, but it comes back after few minutes, no other game is affected, its purely POE related.

I checked my hardware and reinstalled the graphics driver, no effect.

Almost everyone who reported this problem is on Win7 64 bit using nvdia graphics card.

While we have some players also reporting the same problem on Windows 10, I can personally say that I did not encounter this problem anymore when playing on Windows 10 on another hard drive, which leads me to believe the problem is related to DirectX 11.

We have deployed a fix for this, please restart your clients and lettuce know if you're still having trouble, cheers.

Edit:
The fix did not fix the problem, its even worse after patch 3.9.1b, for me I cant even play for 3 minutes anymore.
Just because I'm paranoid doesn't mean they're not out to get me.

Yeap, Win7- massive memory leak it seems. 6.7GB of RAM usage after 2 maps(usually it took 5+ hours of playtime to get this bad). Have to restart the client every 20min to play.

*Win 7
*i3-4150
*GT 1030
*8 GB RAM

*Tested the 32bit client fix - all it does is get to 3.6gb of RAM and then randomly just crashes - usually about 5 minutes have passed. - Tested in Delve ( might just be a Delve thing but havent tested further)

Same issue:

*Windows 7 64bit
*i5 2500k
*GTX 1050

Memory usage spikes like crazy and cpu usage drops to single digit % in the task manager. Restarting PoE only known fix.
For me, it's going black screen and only task manager or alt+F4 helps me there. If i ctrl+alt+del and select task manager, the game remembers it's crashed and lets me know that with a "path of exile_x64 stopped working" message. And this started after the latest patch for me.
Same. Eventually it leads to 5-20 second long frame freezes for me. Just Ripped at level 89 HCSSF to that exact thing making the server ignore my last sent action (keep cycloning), instead causing me to just stand in a pack until I died server side. This exact same thing happened after a major "bugfix" patch in Blight as well. So at least it isn't a recurring issue or anything...
Same issue as described by OP. Basically unplayable unless i restart the game ~4 times per map because everything starts to freeze all of a sudden.
Tried some delving but can't do anything after a few packs because everything freezes and stays at 5 fps even if i just go back to my hideout.
My client never used that much memory after going through act1-act10 in one go, now it's 1 map and everything slowed down to 3 fps, memory usage is full
nvidia videocard
win 7 x64
intel cpu
Same issue as the OP with a similar system. Opening passive tree is the easiest way to recreate the issue but not touching it just gives you another few minutes to play before you have to restart the client.
MEMORY LEAK IS ALL OVER THE PLACE, AGAIN.

I had this game running well prior to this patch. Now it's unplayable again. Thank you GGG.
Stupid PoE2 Particle System Patch...

New mute system is another hot garbage.
