Skill Rework - Storm Burst

No idear what you did with the video. If I check https://www.quirksmode.org/html5/tests/video.html with Firefox I can see all 3 test-videos there. Aka H.264/MP4, WebM and Ogg/Theora are supported by my browser.

But your https://web.poecdn.com/public/news/2019-02-19/Stormburst.mp4?v=2 does not play!
This looks really slow considering that many recent league mechanics have punished you when you aren't moving and killing very fast. Perhaps combined with totems or traps... I don't know. Based on the short video I'd be surprised if more people use it compared to existing storm burst unless it works well with one of those two delivery mechanics.
So different though. Why not have both? Not a fan that skills are reworked so heavily when there is room for both in the game.

Miss old arctic armour. Would love to see more degen skills instead of only reservational skills, now even more with aspects and banners.

New skill looks terrible. The constant one-shot bullshit and ever more worthless passive defenses necessitate high mobility, which this skill clearly does not have, and the ever-increasing number of DPS checks make skills which clear as slowly as this appears to clear effectively worthless as well. The replies in this thread are so incredibly stupid. First of all, we have only had ONE phys converted spell in the game. Glacial Cascade. Now we get 2 new ones, one fire and one Lightning, and everyone seems to think that every spell is scaled of phys conversion??????

So it looks like they fused storm call and lightning tendrils. Doesn't look that impressive, but a lot smoother to use than the current version and my crappy pc is very happy that it isn't a full screen skill. Will try it with cold conversion if i can still run the game in 3.6 prolly.

Edit: remove stat sticks (at least the non-unique ones) so this skill doesnt become yet another race to whomever can get the most added conversion. In use it will still lose from blade vortex cause that moves with you constantly anyway, while as a niche, pure lightning skill it doesn't have to compete with it.

Edit 2: mathil will make some x mil shaper dps build with it, so on second thought i will just stick to my righteous fire flicker striker for next league.
