The definition of pay to win is to pay for an advantage over other players who don't pay. Since you are not really competing anyone outside your league, it is not pay to win.
If you are playing POE and your friend is playing POE but he is getting more drops and more rewards because he paid for extra mods, then this is pay to win. Him not being in the same league really doesn't matter at that point.
MTX doesn't make your character more powerful or richer. Paying for extra rewarding mods would.
It's ok to admit you want some pay to win systems, but arguing for pay to win and then claiming it's not pay to win is a waste of time. If you like pay to win fine, that's your opinion.

If I am playing PoE with stash tabs I can organize and sell my stuff a lot more efficiently than my hypothetical friend who pays without them, thus increasing my rate of currency gain. I have leveled to 100 on a separate free to play account with no premium stash tabs as a personal challenge back in Breach league, so I know what I'm talking about here. It was a far slower and less fun process than using my main account. Stash tabs are far more pay2win than being able to play on a private league with a few extra mods, without ever interacting with the same economy as other people. You'd be paying for access to customizing your own PoE experience, which I find far more similar to cosmetic MTX than anything else.
I'll concede given your argument that stash tabs can be considered a form of pay to win, over the long term, like playing to 100.
However the point was that they are more pay to win than offering private leagues with extra "fun modifiers".
How many times do you see people comparing their number of stash tabs or complaining someone has more stash tabs than they do versus people comparing rare loot and currency ?
MTX doesn't make you more powerful or richer, so i'd probably drop that comparison, it just doesn't work. The stash tab argument has some weight, but it's not more pay to win than private leagues with more rewards.

I don't understand how you can compare loot and currency drops across separate leagues that can't interact with each other. I would equate it to modding a single player game or a LAN game where you're only playing with friends. There is no competition across separate leagues, so why does it matter if one league has a different set of mods, or even more drops?
I feel like I should reiterate that I'm not even asking for mods that are just pure extra quantity with no downside. I picked Beyond as an example because it's a very dangerous mod but also fun to play.
The MTX comparison works because making your character look nicer can make the game more fun to play for a lot of people.

Why not just make it so that you pay per person and everyone who wants to join has to pay his own share? O.o
Also no bulkpurchases is a no go with this feature.
This makes it look like a hugh cash grab.

No extra power, no extra reward, so i don't see or agree with the comparison.
I can kind of see where you are coming from, but it still just sounds like you want something which is pay to win then argue it isn't actually pay to win.
It's ok if you like pay to win systems or want one, that's an opinion lots of people have. Based on the post above i have linked, Chris has basically agreed this is pay to win, and that's why you aren't getting it.
