I could not afford the curse gloves but maybe i should buy cheap temporal chain cloves or something like that.

How much energy shield is enough for regular shaper?

Your attack speed is at 3.66. You have some more room to improve it. Just tick "do you use frenzy charges?" in the configuration tab to see your frenzy attack speed and then select frenzy to check it's attack speed.

For shaper, it's mainly about learning the fight mechanics. You could do it with a really low ES pool if you know what he throws at your. I think that you should aim at around 7500 ES to start with just to feel comfortable doing almost anything.

Level 21 arc is big, really BIG. You also don't need quality on it, so it's not that expensive.

Your jewels could also be optimized. You current crit multi is 411%. 450-470% crit multi is easily achievable without costing too much. You have 136 str and 135 DEX, you're wasting mods on jewels instead of getting more damage/ES.

You're not forced to use curse on hit ele weakness gloves. You can play around and use a curse on hit setup on a 5 link for your frenzy. You can also get enfeeble curse on hit corruption which is cheap. Those options force you to spec into Malediction ascendancy. Which I think is better for you anyway since you're missing 2 powercharges from passives right now due to low level. Since you took one in the passive tree, you should have also took the "Instability" one going through the Spell damage per power charge node which is way better than power charge duration.

For pure damage on gloves without getting a second curse, a cheap option is to get a +0.X crit strike chance for spells corruption. Was super cheap, does big damage.

Your attack speed is way too low (around 3.2 with frenzy with charges), you need to bring it up to around 3.75, 3.78 being the maximum. Quality your frenzy links (Not all to 20%! You'll have too much attack speed). You lose 17% of your potential damage just here. With your attack speed being low, you lose poet's pen spell casts and also survivability if you get a discipline mod watcher's eye.

If you're on a smaller budget, I would suggest you this order of importance:
Fix your attack speed > Get the Instability power charge for now > fix your jewels (3 mods jewels with double crit multi are often cheap http://poe.trade/search/oonihakoonikim some of them are 10-20C while i'm watching right now > Get some gloves with the crit spell corruption for pure damage or get a pair with enfeeble curse oh hit if you want more safety > get level 21 arc > A ES/hit watcher's eye is around 3.5 Ex

Edit: 1-160 lightning damage enchant in uber lab is best in slot. Big damage increase for bosses, 10% ele pen is close but a bit worse. Try getting one if you have time. Today's lab is 6 rooms if you skip everything.
