I had garbled crackling sound at the same point in the game - right after killing Brutus and going outside into Prisoner's Gate. I don't remember reading a book after killing Brutus (but maybe I did and forgot). No problem with sound up until that point. I exited the game and logged back in and the sound was fixed.
I also experienced corrupted sound at one point returning to Lioneye's (Act 1) through the character select screen (originally from the Warden's Quarters, probably logging to character select in the middle of listening to Malachai's lore to Shavronne). The client had been running for several hours.

Both sound effects and dialogue were affected. Only restarting my client resolved the issue.

I experienced this again today -- it was in Lioneye's Watch, but I had not been anywhere near Brutus this time. I was simply hopping from town to town checking vendors, from Act 4 to Act 1, when my sound corrupted upon entering Lioneye's Watch. It either started as soon as I reached town, or as soon as I selected to view Tarkleigh's shop inventory. I did not select any other dialog options.

I was wrong about the client restart.

I'm still having random, loud, poping noises and distorted sound.
Exact same issue. Crackling, stuttering sound in 3.0.0.

This happened to me after talking to Fairgraves in Act 1. Then everything after that was crackling for audio until I exited the client. All sounds in Windows and other media is fine.

  • ASUS ROG Maximum VIII Forumla motherboard
  • built-in ROG SupremeFX 2015 8-Channel HD audio(Realtek ALC1150)
  • DirectX diag report linked here
  • High channel count in sound settings (trying Medium now)
  • Reverb disabled
  • Client.txt log file showed no issues.
  • New speech sections were fine for a few seconds, then garbled again.
  • All client sounds afterwards were crackling.
  • Re-launching the client corrects issue for a while.


What I was doing when this happened...
  • Logged in, select my character in Harbinger standard
  • Entered prison in Act 1 via portal, went to town a couple times
  • Killed Brutus, went to town
  • Entered Prisoner's gate, encountered Piety scene, went to town once
  • Entered Shipyard
  • Talked to Fairgraves, half way through first speech section stuttering/broken sound.
  • Before this, I listened to all environment lore narration throughout the areas. I also adjusted the volume of dialog when listening to the environment narration after seeing Piety for the first time.


EDIT:

For sound drivers, I was using one from late 2016, so I updated to the latest 2017 drivers. I went from version 6.00.0001.7982 (11/9/2016) of the RTKVHD64.sys driver to version 6.00.0001.8158 (5/7/2017). New DirectX diag report is here after the latest sound driver install. I'll reply and update this post if they helped or didn't help this sound issue in PoE.

UPDATE:

No change. This time I had horrible crackling sound when my Duelist character said "I prefer traveling light" when picking up too much in the Vaal Ruins of Act 2. And then all other speech from NPCs was crackling again.

So this bug is not solvable on my end. It's definitely a new bug introduced in the client with the 3.0.0 changes.

I can confirm that it does occur right after brutus, no idea why, it did for me on 2 different characters in sc harbinger, restarting the client "fix" it
happens to me with voices only, from the end of act 9 onwards.
Same thing for me. Seems to only trigger when talking with npc's and requires a client restart to fix it. This has occurred since the 3.0 beta.

I recall seeing they knew about the issue in beta and tried to fix it, but it never fixed it for me.

Crackling voices here, really unpleasant sound.
I've been experiencing this issue as well. I always have to exit the game once it happens. And it happens randomly, during different acts. Always seems tied to voice acting, but once it goes bad, everything sounds horrible until I exit and restart the game. This only started after the 3.0 patch.
