So let me get this straight.
I assume decay is an ailment?

I take any wand (say eclipse solaris for blind) or any bow (say quill rain for 3 base attack speed), link decay with deadly ailments and I'll have (at lvl 20) essentially 3k base dps? Even if decay isn't an ailment, it's still 1,5k base dps at lvl 20, and I could use it with a quill rain?

how can this be balanced?

Decay doesnt stack it only refreshes the timer, so quill rain wouldnt give you any more damage, but would only serve to refresh the timer at smaller intervals.

the point is that the base dps of the weapon I'm using doesn't matter. I chose quill rain because with 3 base attack time I can spread decay to everything insanely quick.

So what? Decay doesn't stack at all. Sure, you can apply it to a lot of mobs but isn't that the point of a DoT build? We will have to see the damage in practice to rule out if it's too much.
More pieces of shit, nice. After nerf of dot, now we can buff them again. Also more options to be lost in gems interactions. Just a pity.

Bye bye

Aright, time to roll out a Poison build I think...
Grant us eyes.
So more damage in a nutshell. Shitty design at its best.

Decay won't stack just like bleed doesn't stack. Poison is the only Dot that you can apply multiple instances of on a single mob with the exception of emberwake. Decay is somewhat special as it has very limited sources but you can only have one instance of Decay. Multiple hits only refreshes an instance.
Any idea on how brutality will/will not work with Herald of Ash and Hatred?

Hatred won't do anything except reserve your mana pool and give you a pretty ring around your feet.

Ash won't give you any extra damage from its added from phys%. It should, however, still ignite mobs nearby for the overkill damage.

The reason it works this way is because the modifier on brutality is specific to the linked skill. The % elemental damage from ash and hatred are applied by the skill and therefore will be ignored. The ignite from overkill damage is its own modifier that is not applied by the hit, rather it's an effect on a mobs death based on the overkill amount.
ohh
