Decay doesnt stack it only refreshes the timer, so quill rain wouldnt give you any more damage, but would only serve to refresh the timer at smaller intervals.

Your guess is as good as mine. However, I'd assume we'll have some balance issues at first, with people finding a way to double-dip or abuse mechanics somewhere, followed by nerfs in future updates. right now flameblast has been used to scale decay to ridiculous amounts, it most likely will get a nerf. It was posted on reddit earlier today.

the point is that the base dps of the weapon I'm using doesn't matter. I chose quill rain because with 3 base attack time I can spread decay to everything insanely quick.
