I'd make an exception for Ground Slam since it can function like ranged skills and thus you can build kind of glass-cannon around it. Both Cyclone and Reave have their own short-range moments which forces them to be more tanky.

That said, Sweep and Cleave just have less distance than Ground Slam, Static Strike has the same need-to-get-in-close problem, and Ice Crash is just slow.
