You cant see? Instead of being able to use it at lvl 19 you suggest to raise that to lvl 31 thats 12 lvls of pve, dont forget that not everyone likes to play for the endgame and maps. Also gemcutters boxes found in lvl 19-30 areas will no longer be able to drop multistrike. There i hope you have your answer.

As was said before though the main problem with your suggestion remains the fact that the already dominating bow users will have another tool to use.

I know that there are people with different goals in the game, but still, I don't see the problem.

If a person is playing spellcaster and doesn't go beyond Merciless Dominus, that person wouldn't get to enjoy Spell Echo or Faster Casting as much. Why then melee character with same goal can use Multistrike longer, which performs the same task as Spell Echo.

As for the bow characters having advantage. I've been thinking this probelm. Maybe the best solution would be that no one gets any of the cast/attack speed gems, instead you have to increase your attack/cast speed through passive tree or gear.

Remember melee players, you too have different movement skills, like Leap Slam, Flicker Strike, Whirling Blades. And of course there are quicksilver flasks.

I don't mean to offend anyone, just trying offer some feedback and sharing my thought process.
