Fine by me. Quality over quantity. Again, they don't need to be awesome, they can simply be good or decent. I will use the anvil as an example. I've never used it for very long because of the downsides on that amulet. But I would never call it horrible or useless because what it has going for it is still plenty good enough to be useful to plenty of players. Its not super awesome or horrible.

Comparing uniques to rares or blues doesn't make any sense. They are two completely different types of items with two different purposes. Uniques will always have the same mods (outside of corrupting), rares can roll all sorts of stuff so of course they can be useless some of the time.

The intended design of Marlene's failed as far as I can tell. I don't see it as something that fills a niche.

I can't use this until level 22 and then all my resistances are going to be ZERO. Zero resistances? 40% less light? Who dreamed up this crap?

Pretty much this, yeah.
But jokes on them, it makes loot not have the same cathartic experience. Thus weakening the overall enjoyment.
Vote +1 to change Path of Exile to Path of Nerfs.

 When Chris announced last year in one of the updates that they were increasing the drop rates of low level uniques and decreasing the drop rates on higher level uniques I felt like GGG was cheating us again. Right now the devs cut corners on the PoE code such that many things artificially prevent me from maximum damage. From desync where I am attacking phantom creatures, creatures that walk right over my fire traps and they don't get set off yet the next one that comes along does set it off, many positions where I see my build going wiff, wiff, wiff, and not throwing traps yet my mana is used up, ranged creatures can shoot and hit me but my arrows hit the corner of an object (if the creature has line of sight to me I should have the same line of sight back), creatures that materialize out of nowhere (and they aren't the ones who can teleport), etc., etc. One of the humorous quirks in PoE is strongboxes where the creatures chase you a certain distance out from the box and then rubberband back to it (at least there is a consistent pattern here that we can use to our advantage). So with uniques we are given the illusion that we are getting more when actually we are getting less. Less useful ones for sure. The high level uniques are so rare that the RMTers are selling them for 100s of dollars. You'd think that GGG would want to increase drop rates so we'd have more of them and thus the value would be much lower just to put the RMTers out of business and make us (the microtransaction purchasing players) happier and thus spend more but GGG doesn't seem to care. Well, I for one am very unhappy with the extremely low drop rates of better items at the higher levels (50+) and haven't bought anything in a very long time and will continue to not buy anything until we get better rewards for time spent.

You can make a build that works with a useless unique, but it'll work in spite of the unique, not because of it. This may be because of persistence or because the build more than makes up for it with strengths elsewhere, with the unique just being a penalty.

Simply having a build using a useless unique proves nothing.

Basically yes. Most of my theorycrafts heavily penalizes me and im just try to find strength elsewhere in order to make them work. It doesnt prove anything but thats not my goal. My goal is to have fun playing a game :3

It's not even a contest, veil of the night is the worst item in the game... It's not even useless, it actually makes your character worse than wearing nothing in all circumstances.
