There seems to be a belief that a character has to use a certain item all the time for it to be useful. That's silly. Some items have very specialized uses.

If a unique is only used for very very specialized builds and even then its not very good then that is pretty close to useless.

Some people refer to leveling uniques as useless which of course isn't true. They are just useful for a short amount of time and only to people who are actually leveling. They look useless to people who are only playing end game content.

Eye of Chaluya shines the most for CI builds. Stun is still based off the life before it's dropped to 1, in which you wouldn't be increasing at all because you're going to be pure ES. ... thousand ribbons and silverbranch and split arrow or rain of arrows (silverbranch supports rain of arrow's mana cost due to 10 mana per kill) you can go through act 1 and 2 normal without assigning any passives (which means they are good for leveling characters who will eventually work in the late game). Thousand ribbons lowers cast speed and adds elemental damage to attacks so it's more ideal for a bow than it is a caster, despite being energy shield based. Lack of late game viability does not necessarily mean it's useless. Their use just runs out after you have access to higher level items.
