No. Arctic Armor does not do damage and thus cannot proc EE.

Judging by his links, he uses lightning warp as his proc skill.

So basically, since most of the content just dies in seconds ( Vulnerability + Elemental Weakness ), I don't see the needed of activating it, mostly.

Maybe could be useful for bossing? Or probably in 75+ maps mobs won't die so fast you'll need it for fast clearing.

I'm probably skipping it for now till I actually need it.

Another easy way to proc EE is arc, pretty easy and it will force -50 fire resis (helps BM) and -50 cold resis (helps zombies) for enemies. Arc is also used for channeling and shows the minion whom to attack.

BTW, this guy Dhoras is really .... you know what I mean :D.

Could Arc be good to stack shock, too?

I was thinking to Arc - Elemental Proliferation + Chain + Faster Casting.
I don't even know if I have enough sockets to put this in, actually.. =/

If you ask me, don't waste slots to support arc. You will not be needing damage from arc, also this build/gear will not help you to maximize that. Arc is used to proc EE and channel, use it that manner.

Both bone offering and flesh offering helps a lot if you use it regularly and properly. The OP said something like that as well. However I have only done maps under level 70 with this build and didn't require it yet. But I am leveling both of them, in case I need them later.
