What about CI nerfs? It was considerably downgraded recently, does this build still works good with it? Is there a way around it? Or it's okay in current state?

This looks very interesting. I am currently playing a HC marauder but will roll a caster next, might try your build. Would also be interested to hear what some other players thought about your build. I myself lack non melee experience in PoE so don't know really how to evaluate the numbers.

Because the crit only applies to when it reaches the correct distance. It can potentially crit someone, pierce through them and crit again.
I have 27% chance to crit before the %600 modifier on range. That actually helps loads considering boss monsters and elites will be within melee range of your totem. If all 5 projectiles passes through the boss and 1-2 of them crit, you're looking at a very quick fight.
Edit: Oh and isn't Artic Breath really short range? My icespears can hit outside of my viewing range.
