Too low hp. Around 3300 with the mana. Will still get murdered in crematorium, shrine, olmecs, poorjoy, maps with crazy mods etc. Anywhere with lots of mobs that hit real hard, or a boss with very crazy spike dmg and 1 or 2 dmg mods on the map. High block yes, but block isnt entropy based like evasion, one bad rng and you're dead. Arctic armor without some armor isnt that great either.

Unless my math is wrong this means that the Vaal Smash does around 4k fire and 4k physical damage.

Yes, I believe its 6k/6k on a crit

is 30%, and less or none at all if there isnt enough mana to take it. And a spike is a spike, it skips mana its going to hp which is really low. Extra dmg -res shrine piety / crem boss / labyrinth / dominus?

New question, I hit about 10 times per second right now, I know life leech would yield better numbers, but there's a speed cap on it, how would life on hit work for this build?

It only gets up to 44, but that would be 440 per second, per badguy hit. I believe the life leech cap is 20% of your life per second (Please correct me if I'm wrong) but at 3,000 health, that'd be around 600 per second, regardless of the number of guys you hit. Wouldn't Life on Hit eventually surpass the life leech, even a quality life leech if fighting multiple badguys? (Not to mention, that's assuming that you are doing enough damage to cap out the life leech, which isn't likely on single target)

Edit: found out it's 20% instead of 10% of your life per second

Life on Hit only works on attacks. That's why Cybil's Paw is special.
I understand that Incinerates damage was buffed rather significantly. Does the Incinerate cast speed nerf affect the spells effectiveness much?

It was done to help vs lightning thorns I assume,

the players are reporting dps increases so no. The cast time was reduced but the raw damage increased by more than the % loss to cast. Overall dps went up.
Overall patch was an buff, i've noticed increased mana cost for incinerate compared to prepatch, but my dps jumped from 800 to 950. Och and inci is gaining stacks alot faster than prepatch.
