yeah u have a point i think they should add binds for this (exit+oos) ingame so every1 can do it w/o having to run stuff in the background.

They literally said they balance for a non game mechanic, yes its not the only thing they balance for. Its still a pretty big deal.

Don't care one way or the other if people Alt-F4, but given that it is considered an acceptable practice, I think it funny to call them "Hardcore" leagues instead of "Permanent Death" leagues, because there is nothing "Hardcore" about it. Don't really care either way, though.
