Problem with that, is that you are only looking at raw profit, rather than profit per time unit.
If you actually pay the 10 exalts , you can possibly get higher profit per time unit compared to not paying at all.

If you have a good reputation you can get more participants faster, which means that your lottery will end before the one with bad reputation ends. Once that is done, you can start a new one.
During the same time period, the person who actually pays and has good reputation could possibly accumulate more wealth than the one that didn't pay.

It is disgusting that GGG allows loteries, but i guess scamming is something that they are ok with. And no, "If people are that stupid" is not valid argument.

Nope. The market situation does not need to be like it is currently. In fact the market situation can theoretically stabilize around people paying extra for risk avoidance, just like in real life.
