Not yet, no. Because it's degen/DoT, rather than actual damage, and damage modifiers can't apply to those.
We are working on that, but there are systems decisions that need to be made before the implementation can start.

that sword is endgame viable eventho it looks like a twink sword.

I actually submitted to Rory a burning axe idea with the following 2 affixes

"50% increased Burning Damage per copy of this item equipped"
"35.0% reduced Ignite Duration"

But he vetoed it as there was a burning sword in the works. I see now that it's superb! And I very much like how the 2 affixes have been combined into 1 using the burn faster affix.
