With all my 3 colossal life flask down I taking just about 1\10 hp from him (about 20 retries and its always the same). I killed him thankfully to random guy from chat.
Also afair tooltip on lighting arrow says ~190 dps. Feels bad.

Have you gotten to the AoE increase passives yet? I don't like the Multi Projectiles but you could try ice shot with it until you find chain or a dh. DHarp makes Ice Shot so effective. Ice Shot + Chain is most certainly still viable. Avoid relying on Ice Shot for heavy single target boss dps.

If you lack dps take chain out of your 5l temporarily & use a different attack than ice shot if you still need even more dps. When that bright symbol is over Oak, he has just used Immortal Call & cannot be harmed at all for a few seconds. This is when you drop a rejuv totem and run somewhere else.

Other options are Vulnerabilty + Burning Arrow for the increased damage over time + Poison Arrow for the same reason.

I dont use clarity. All auras should be linked with Reduced Mana.

Your Lightning Arrow dmg is way way way off. Mine hits for 255x2 and Im in scrub gear at lvl 41.
