Yes but isn't a 800/800 armor/evasion chestpiece way higher in level then a 1000 armor chestpiece?

So would't a pure strenght armor of the same level as your 800/800 chestpiece have way more armor then 1000?

How this bouild can be improved in 0.9.12?

Instead of going all the way to the dex sector you can get the same amount of armor from the 4 armor ring between Marauder and Templar, leaving you 5 points ahead - which you can use to easily gain much more than the one frenzy charge worth of attack speed.
With this goal you can also cut the 2 semi-worthless dex points to get the Vaal Pact.
I guess you will need the dexterity for support gems but there are 70 points worth of dex nodes in the Marauder and -Templar tree you can grab with the 7 points the templar way leaves you with.



Offtopic: What the heck is up with the generous amounts of high resist nodes? Those weren't there before!

You can add resistance nodes anytime you want or feel in need.

Not really, while the lifesteal would easily sustain you in a fight, you are unable to replenish any of it outside battle.
Think of it as having 30% less life with Blood Rage at level 1, 47.some% at level 16.
