This is a huge area of the game that's still pretty vague. Some more information would definitely be appreciated.

100 levels X 5 Skill points maybe=500 Skill Points less than half of all skills if some allow for multiple skill points to be allocated.

You get one point per level plus maybe some as quest rewards. The skills only allow one point to be allocated each, though obviously there are some that are similar to each other (gotta get Accuracy Rating from somewhere).

A level 80 character will have invested in only 8% of the available passives. There are a lot of combinations.

I disagree. Compare amount of replies per topic here:

Keeping users in dark and expecting debate to grow don't work, obviously.

Will there be some sort of respec support / purchasable from the Item shop perhaps?
Happy Days Abound.
No. Make a new character. respecings for WoW.

Also Tormenta has a point.People threads 1-40 posts . Admin threads 100+. This one was posted by an admin and look at its post count already :P. Community discussing issues is cool imo.

Truth. It's also why there isn't a whole lot of activity in the Developer Discussion forum. You need to hit a balance between letting users wander and directing them with focused conversation to get the best results.

I think if this were purchasable from the item shop then it would give those players an advantage. A much better implementation would be to include it as a rare item. When you consume the item, you can reassign 1-3 passive skills (depending on rarity). This has the advantages of allowing people to reassign passive skills, encouraging trade, and helping other players through trade so one player doesn't become more powerful asymmetrically. I would e completely happy with this implementation (as opposed to something in the item shop).

Keep in mind that some people have a life outside of videogames and can't contribute 50+ an hours a week to video games.

Sometimes people will make a mistake when building their characters and hit a progression wall, where they can't progress unless they learn from their mistakes in building their character and reallocate their points. If you don't have respecs and people realize the only way they're going to be able to progress is by starting all over again, they're going to be discouraged from playing again.
