If your tactics involve being OUT OF MELEE RANGE SPAMMING RANGED ATTACKS then you are a ranged character. Rangers are melee who are using damage avoidance tactics hur.

No, an evasion or block character is a melee using damage avoidance (mitigation in blocks case), or popping a decoy totem while you attack from behind with your melee weapon.

The moment your "tactics of avoiding damage as a melee character" become "stop meleeing and start shooting from range purely (as in a GS or LS focused build)" then you are a ranged character.

Said "ranged" skills are meant for characters with Melee weapons to use and no other character, not even ranged, so as long as it's allowed to be used, then it shouldn't be frowned upon. As of right now the only real reason not to use the skills is because of either a hatred of ranged so much that it becomes petty and develops a scrub mindset, or you want to see how well alternatives do.

So youre saying if someone modifies a baseball bat in to a shotgun and shoots someone from 30 meters away, that was a melee attack? Really?
