There is no cap per-se. Spell damage doesn't appear on headgear normally.

Oh that's what you mean. I don't know, 30% might be the cap, indeed. The ranges are typically rather narrow in this game. I'd say the range would be 20-30%.

One of the things that bothers me about uniques is that unique weapons can never be as useful as unique armors. Things like the new hex ring, the malachai's mask, and voll's armour all have game-changing effects that could be worth sacrificing an equipment slot for even in end-game. Low level unique weapons, however, regardless of what special bonuses they have, can never be that good because most of their effects just improve your damage, and almost never as much as a high level weapon would. I think that's rather disappointing.

That's not entirely true. It's possible for there to be completely OP unique weapons that eclipse anything a rare can do.

That's not entirely true. It's possible for there to be completely OP unique weapons that eclipse anything a rare can do.
At best it would have to be a high level unique or a 1-handed weapon that you can dual-wield with a decent high-level weapon. It's pretty much impossible for low level 2h unique weapons to stay useful.
