the ai of melee foes "force" them to move to get back to the player/target, so "sorta" does give more damage for puncture via the DoT's extra damage condition while moving.
They won't be knocked back by the bleeding damage over time, only the initial hit, if that's what you mean.

More so if I hit them, if they are knocked back say 100 distance (random arbitrary distance), would they receive the additional damage from pucture while getting pushed back, or does it only work when the monster moves.

e.g., hypothetically, if I was to move lets say a monster halfway across the screen with continous knockback, and the monster did not move on his own accord, would he receive the bonus damge from puncture.

unless stunned to give it a brief pause, yes as the monsters will keep trying to get to you and thus take puncture's damage extra while moving. knockbacks do not stop anything from happening.
The actual shove is so fast the extra damage will be completely unnoticable, but it should technically trigger the 'while moving' damage.
Not sure if the game would consider that moving or not though. My instinct tells me it would not count as moving, since you can be knocked back while doing things that normally prevent you from moving, like casting a spell, or anything else for that matter. I think the monster would have to be doing the walking/running animation for it to count as moving. And they can continue to walk/move while being knocked back.

So I would say the answer is both yes and no. Yes because if you can keep knocking them back so that they are perpetually running towards you, then they will always be suffering the extra bleeding damage.
No because if they're not moving, like if they normally just stand still and spam spells, or it's a totem monster or something, then it probably won't trigger the extra damage.

I'm really just guessing though.

I think it could. But it's not really interesting, you will loose attack speed, for a small gain of damage.
the culling strike double double up in anyway is what kissan is saying.
Of course the culling strike effect will not be increased ;).
