Lol, no. It's not your ISP. It's the amount of available throughput between you and the source. So say if you're in America and theres only so many nodes that can support your connection to the source, its going to be heavily saturated and bog down. If you can somehow re-route the data so you're using less saturated nodes (AKA a VPN) you can get a better speed.

Well if you had a VPN already you'd know what i meant, so theres not much i can do for you :/
It's a virtual private network that can kind of virtually allow you to connect to the internet from a proxy other than the one used by your ISP in your location.

7 Mbps translates to about 800 KBps dl. Bits vs. Bites.
