Lioneye's Glare - Why an offensive bow?
It would only get in the way if you did a shit job at strapping it to your arm, and it was on in a way that allowed it to rotate.
Think about what you do when you fire a bow. The only way for a shield to get in the way is if you do it the wrong way, or if you purposely hit the shield against the bow. People actually do use shields strapped to their arms with bows, usually leather. If the shield is equipped correctly, it's not even possible for it to get in the way unless somebody else hits it, or you're hammered. Even if you rotate your arm to make the bow horizontal, the shield would rotate with your arm. How about the other way around: make a shield like "Can be worn instead of a quiver" and "converts evasion to armor"?

The only kind of bow that would make sense with a shield would be a one-handed, self-loading crossbow, like in Diablo 3. While I wouldn't want to see PoE move any farther in the D3 direction, the game desperately needs another type of ranged weapon, if only for the sake of variety. The one-handed crossbows in D3 were more like machine guns than bows, with unrealistic firing speeds and ugly metallic sound effects. To fit in with the primitive level of technology in PoE, a crossbow should be bulky and fire heavy bolts at a slower rate of attack than a bow. They should definitely not be dual-wieldable; it would be more appropriate to pair them up with a shield.
Here's what I'd propose for one-handed crossbows: * Requires STR and DEX, ideal for Duelists. * Damage is boosted by both STR and DEX. * Attack rate comparable to 2-handed melee weapons. * Damage range comparable to 1-handed maces. * All crossbows have built-in Point Blank mod. * Can be used with shields, but not quivers or dual-wielded. The reason for Point Blank is to model the ballistics of a heavy bolt plowing through the air. It will fly slower and lose velocity much quicker than a light-weight, streamlined arrow. Bolts will thus have limited range and do more damage at short range, much like Point Blank. This plus the defensive advantages of a shield will make crossbows better suited to brawlers rather than archers, close-range fighters who combine melee tactics with ranged attack skills. Another major benefit that the introduction of crossbows could provide is a fresh opportunity for GGG to rebalance melee versus ranged offensive power. Bows are currently overpowered compared to melee weapons. Rather than nerfing bow damage, GGG could add high-damage crossbows and boost melee weapon damage as well. That would give bows a more realistic role as fast moderate-damage ranged weapons, and establish a better balance of speed versus damage among all weapon types. Loading a crossbow bolt would be much more difficult with a shield on your arm than firing an arrow from a bow unless it was an automatic crossbow.
It makes much more sense to use a shield with a bow, seeing as people in real life do it (especially in older times. Bow + leather shield was a pretty common hunting/warfare weapon). " Btw, Lioneye's Glare got a drawback recently, if you think it's too strong and thus needs to change. Try using it with evasion, and you will see what I am talking about. My two bows, I use the rare one.
