Moonsorrow, I think.
And no, not because I know anything about MLP at all, but because I recall reading it somewhere...
Truth.
Anyway, to chime in on the matter...
Mark clarified that IM is being moved to another base, and I think it's all for the best. I don't think NuclearRaven deserves all the hate he gets for creating IM - it's his $1000, and as much as I want a Shavronne's myself (don't have any), he has all the right in the world to create something that GGG thinks is balanced.
I'm curious, though - whose idea was it to use Occultists' Vestments as the base for IM? I suspect it was GGG, given all that has been said. And I wouldn't be surprised if they made a really troll-ish unique to take up the other Occultist's Vestment slot once IM is vacated.
I mean, I can just see it - a commonly dopped 1000 ES unique that has a 50% chance to double incoming damage and decrease Evasion, Armor, and Resistances by half. Vendor fodder, just because they can.
The shitstorm would be hilarious.

It is Moonsorrow, including a quote from the MLP character Nightmare Moon or Princess Luna in its flavour text. I love the wand mechanic wise. But that's probably because I love blind in general.
I am glad Mike made an official statement on the drop chance
and how it is not affected the way people imagine by multiple uniques on the same base item.

If you read the creator's post, he had decided on the base item for IM way before Shavronnes even came out. He also stated that he was upset that GGG did not inform him that they had released a unique that shared IM's base item.
I'm assuming that he wasn't playing actively and hence did not notice it himself until returning to the game.

So IM is getting moved to another slot instead of Shav?
Great, loosing its implicit property is surely gonna make things better.

better NOT be Vaal Regalia
If its somethinh with a smaller ES base then they can simply just buff its ES by giving it a bigger increased ES%..
Vaal Regalia should be reserved for something OP.

Right, we totally need more uniques like auxium and soul taker... No, this is a great chest for a Vaal Regalia.

I don't get the hating on this item.
People seem to not get that it doesn't block Shav out, it still has the same chance to be rolled.
I like this item, it's well designed and has a drawback you have to build around, only the art is ugly tbh.
Thanks for making this awesome item Charan!
The item sucks. It doesn't interfere with normal drops, but it halves(or as evidence suggests, more than that) the chance to get a shavs from chancing. If it takes 500 chances on average to make a unique, it would raise that all the way to 1000+ depending on if it is weighted or not.
Precisely the sort of ugly attitude that makes me very happy Raven is getting to move his Diamond item.
The item doesn't 'suck'. The item is actually very good. Your criticisms of it are noted, but then falter when the majority of your complaints has to do with the chance-blocking.
The fact that it's chance-blocking Shavronne's Wrappings sucks, and that actually has NOTHING to do with the item.
The "fact that it's chance-blocking Shavronne's Wrappings" is not a fact.
As I said earlier:

Chance orbs do not work like that (any more - they did for a little bit after the tiers of unique rarity were introduced, I believe). They do not have a flat chance to obtain a unique, regardless of how "rare" that unique is supposed to be. If the only unique of a base type is a rarely occurring one, then chances have a low chance to get uniques on that base type. Adding a more common unique to the same type means that chances on that item will have an significantly increased chance to roll uniques (but if they do, the unique is likely to be the more common one). If you've chanced a lot of occult vestments and gotten Infernal Mantles, then if Infernal Mantle didn't exist, those would probably have been rare vestments, not Shavronnes.
Infernal Mantle being an Occultist's Vestment does not have a significant effect on the number of chances need to get Shavronnes. Just some of the ones that would otherwise have been rares, are Infernal Mantles instead.
