I would just because it would make some awesome WTF threads.

No you wouldn't.
You're right, because GGG will never fix desync.

This item's existence is an insult to the game. Not only is its only purpose to frustrate players but it's a straight rip from some girly anime.
But hey... you can't shut down a 1000$ donation.
Actually I believe it's from a bullet-hell shooter that is anything but girly.
Also, why would you kick up a stink about this when we have a My Little Pony-referencing wand, a sword ripped straight from a fantasy novel series, a staff that honours the Monkey King from Chinese mythology and, my personal favourite in terms of classless, tasteless bullshit references, an Anonymous-quoting mask?
My own items are from my personal writing, so how's that for total ego trip?
Regardless of the source of inspiration, if the item is good and balanced and interesting, then it is a worthy unique and not an 'insult'.
Also, you should know that the creator of this item will be changing it from Occultist's Vestments soon enough, having expressed displeasure at GGG forcing another, more valuable unique into the same item slot.
And you can definitely 'shut down' a $1000 'donation'. Plenty of suggestions have been vetoed. Do you really think the devs allow every single Diamond idea through? Really?
You probably didn't realise just how stupid you'd sound when you said those few quoted sentences, did you?

Regarding this item: it will, ironically enough, soon be a collector's item. Not saying that'll increase the value, but it's interesting that this item, source of so much hate, is going to become legacy and thus finite.
It is true that there are two Occultist's Vestments uniques so that the stronger, Shavronne's Wrappings, would be chance-blocked by the 'weaker', Infernal Mantle. I do not doubt that when GGG moves Infernal Mantle to another base item that GGG will throw another unique in to chance-block Shav's still, and I've no doubt that item will still garner plenty of hate.
The important difference is no one will have paid $1000-1500 to get that hate.
Settle down Charan. I didn't know there were even more ridiculous references, and also didn't know that it was GGG that put this particular item into the occultists vestment slot. Both of these factors make me weep more for this game. Interesting to see you place ancient Chinese mythology in the same group as goofy anime and my little pony.

Video games, and it is one of the toughest games I played in my life. Your reaction has to be out of this world to even try the most difficult mode.
This one is Imperishable Night in the first level, normal mode.

There is a ton of games based on this franchise, and most of them was made by just one person.
Sometimes you can take the game out of the garage but you can't take the garage out of the game.

You missed the diamond one based on an IRL celebrity :P
The Anonymous reference is on GGG, not diamond/eternal supporters (I don't personally like that item much either, but more for the mechanical reference than the flavour text).

I'm pretty confidant that there are two items on that base type because he chose that base type, and we went with it, and an independently-developed GGG unique was also put at that slot (I believe balance was taken into account on Shavs) but I'm not a part of that process, so I can't guarantee that was what happened.
Chance orbs do not work like that (any more - they did for a little bit after the tiers of unique rarity were introduced, I believe). They do not have a flat chance to obtain a unique, regardless of how "rare" that unique is supposed to be. If the only unique of a base type is a rarely occurring one, then chances have a low chance to get uniques on that base type. Adding a more common unique to the same type means that chances on that item will have an significantly increased chance to roll uniques (but if they do, the unique is likely to be the more common one). If you've chanced a lot of occult vestments and gotten Infernal Mantles, then if Infernal Mantle didn't exist, those would probably have been rare vestments, not Shavronnes.

At what item level should you start chancing things?

Depends on what uniques you want, I'd gather.
The only unique that has a required ilvl higher than the base item is Auxium, the Chain Belt.
All other uniques can be chanced at any time the base item can drop.
The only other thing to keep in mind is that the maximum number of sockets in an item is also affected by ilvl. If you want something to be 6socketable, chance it at ilvl50+.
