I'm actually starting to find it interesting if I could try to run Greed and double Andvarius while still getting tanky enough. Feels like it'll end up being an RF build for some reason.

Warped timepiece has "9% REDUCED skill duration".
This is interesting, as it makes it possible to hit 100% reduced duration with lightning warp + reduced duration without using Empower, a level 21 gem or in an item with + to gem level.

While this is true, I hate to be the bearer of bad news, but GGG does have a minimum warp duration (either on purpose or via accidental code). Even at 100% reduced skill duration, "instant" lightning warp is still impossible.

Ghudda had a great video trying it out, and proccing the LW+RD with CoC for maximum cast speed. Not only did it not go quite as fast as you'd expect, it also managed to desync like something out of a fairy tale.

The "standard" L20LW + L20RD is, in the end, roughly the same speed.

Reduced duration is going to have interesting uses later, I'm sure. The one that stands out to me right now is the SRS + cspd + RedDur + Minion Life "cleric" summoner with a Maligaro's Lens. The sooner your SRS die, the sooner all your allies get healed.

Probably, yes, there are also instant traps with sunblast.
Wish the armchair developers would go back to developing armchairs.

why "reintroducing" ? IIQ is still present in several uniques and even in legacy rares.

I parsed it more as "adding new IIQ", given that GGG had cut the values on existing IIQ, removed the IIQ support gem, and positioned themselves like they wouldn't add new IIQ ever again.

(Also legacies don't count w.r.t. GGG balancing. All non-temp leagues are effectively "balance-free" zones, which only get changed tangentially when GGG needs to change the code to make something work on the temp leagues.)

IIQ/IIR only applies when you kill something with melee attacks. Then reduce equip level requirement to 31.

for a Domino farm - no problem - Flicker

for normal MF culler/boss/exile killer - Flicker

or +999% AOE static strike

this unique is such a low act..

Unfortunately, party MFing will stay broken as long as only last hit counts.

Check this system:
Three players kill a boss, first one had 200%IR and took down 50% of its health, second one had 100% IR and inflicted 30% of its health in damage and the final one had 600%IR and took down 20% of its health.

So, the final IIR value applied to the boss on death would be:
0,5 * 200 + 0,3 * 100 + 0,2 * 600 = 250%
