Actually, with the buff to Heart of Thunder and the addition of Celestial Judgement notable, I am already at 59% lightning penetration (lit pen gem is still not even maxed yet). In a sense, my Agenrod East build got a really nice buff in this patch.
Sometimes you can take the game out of the garage but you can't take the garage out of the game.

We've tested scold... the 400% mana cost as dmg to yourself... isn't a drawback, doesn't affect flameblast negatively but definitely gives it a stupidly high boost.

Shock belt is bad too. The 60% increased damage is minor unless you have no/very little increased damage anywhere on the tree / gear (highly unlikely) while the 50% increased damage taken is a HUGE problem. Functionally, it is like taking 3-4 passive points of damage while sacrificing a huge number of passive points for defense.

Might have a use in PvP, but in PvE it's going to just be a skin transfer.

For those wondering about it's late-game potential, this thing looks awesome because you can beat capped boss resists really easily with it.

Normally act bosses have a 70% resistance to curses, so a level 11 elemental weakness will only reduce their resistance by 9%, not a whole lot when they are generally capped at 75%. EE isn't a curse, so even at a reduced effectiveness, hitting a boss with Ice Nova or something would reduce their resistance by a whopping 30%, just about enough for your penetration gem and what little curse effect you have to bring it below zero.

Shock grants Increased Damage Taken. It's a defender-side multiplier, and thus stacks multiplicatively with attacker-side modifiers.
Vulnerability also grants Increased Damage Taken, and thus stacks additively with Shock.

The belt literally states it grants Increased Damage, so no, it's not a More-type multiplier either: unsurprisingly the belt actually grants Increased Damage! :/
