I just hope they would do this sooner than later.
I hate waiting 3 months for balance changes, then day1 people find the next uber crazy bug exploit and its not gonna get changed for 3 months again.
GGG is giving people false hope right now by not nerfing anything. In 3 months when the first league is gonna hit people are just gonna be insanely angry against GGG for nerfing their builds, and they will be mad if you nerf them by 5%.
Most BUILDS NEED 95% damage NERF right now to make the endgame feel balanced.
I hope most people get used to it to the point GGG will be forced to keep speed clear meta in PoE2 too or everyone just leaves.
So they will finally realize no one wants their "vision", it only ruins the game. If you have option to be fast, 99% of player will want to go fast.
Like it happened with Expedition league when they revoked some of the nerfs and made the game playable at least.
Meta shifts are fine though (so some nerfed and other OP things taking its place).
Most builds are fine. Maybe Trampletoe should be nerfed (but it's likely a bug and going to be just fixed), other builds working properly.

I mean, if an overpowered build has 100 million dps and gets nerfed by 95% then that build does 5 million dps. That's still a lot of fucking damage.

You are not thinking about the full picture. There are casuals using this 'build' or 'skill' doing 1000 DPS. This is the case 95% of the time. GGG can't nerf a skill because 0.1% of the player base is doing 100m DPS. If anything, they need to look at what the 90th percentile of the player base is doing with the skill, and only then, understand if it needs a BUFF or a NERF.

No. Firstly, see my post above. You don't nerf based on streamers and 0.1% of the player base, and two, you need to read the manifestos. They explain the core game pillars. They change the meta every league to rotate strong and weak builds. What you don't want to do, is have someone spend a month in a league working hard to build their character, only for it to get nerfed.
Major nerfs and buffs (that don't break the game) should always occur during a league reset. Get used to reading 50 pages of patch notes to understand how the meta has changed and what builds have been brought forward and backwards.

GGG can totally nerf a skill because 0.1% of the player-base is doing 100 mil dps. They just nerf the broken as fuck interactions that let 'example' skill scale way more exponentially than it's supposed to. Those nerfs aren't even felt by the players that aren't breaking the game. You can nerf a build without nerfing the default Skill Gem. Hell, in some cases you can even compensate buff the default Skill Gem if the nerfed broken interaction was the only thing that made it viable(and broken) in the first place.

Just Nerf Levelling.
No more levels higher than Level 1.
This will "fix" all of these "problems".
Everyone is level 1 and only Level 1.
