Solution:

I have resolved the issue on my PC. I used the GPUz tools to check the GPU Bus interface state. The GPU was running in PCIE * 1 ...
After I reconnected my GPU, it recovered to PCIE * 16. Then this issue disappeared
Just to clarify.

This is only in PoE2 no other game does this.

Comparison with Cyberpunk 2077: which is Dx12 API.

On the same system, I achieve over 100 FPS on max settings with Ray Tracing enabled, DLSS Frame Generation, and DLAA, even in demanding scenarios. This suggests the system is functioning correctly in other DirectX 12 titles

dx12/vulkan is using all of my GPU usage to literally get no more than 90 fps and that is if i stand still somwhere not crowded or using spells. the onlyy way for me to play the game is to cap it at 60fps(and even then it can dip below 60) and play dx12, dx11 is alot more frames but its ALOT more unstable so i only get like 50-70 stable


Hey there i am having an issue with Vulcan , after i changed to this setting my game freezes at staaat up after the video , i just get the not responding messaage and am unable to play .

Thanks! can confirm this works just updated bios on my MAG X670E TOMAHAWK and that solved the problem

High GPU Usage (100%): My GPU is consistently maxed out, but the game fails to achieve stable frame rates above 80-90 FPS.
Underutilized CPU: My CPU usage ranges from 20-50%, even in situations where more threads could potentially improve performance.
FPS Feels Worse Than Reported: Despite displaying ~90 FPS, gameplay feels choppy and unsmooth, likely due to frame pacing or micro-stuttering issues.
DirectX 11 Performs Slightly Better: Switching to DirectX 11 reduces the GPU usage, but significant frame drops occur


Operating System: Windows 11 Pro
GPU: NVIDIA GeForce RTX 4080 Super (newest driver)

You literally want your GPU to always be at 100 percent while playing games.
Cpu will always be lower until it creates a bottleneck.
If your CPU is 100 and you GPU is less than your CPU is the bottleneck.

I know that but im just describing everything, thats the problem my gpu draws 100% usage but the frames dont come with it and the cpu is not doing much either so the problem is still at dx12 on some systems. and its only this game.

Bios update didn't help. Same issue with dx12/Vulkan about 40fps any picture quality. Latest drivers, updated them after DDU. My configuration 4060ti, Ryzen 5600, 32GB RAM.

DX11 give me floating 60-160 FPS
